According to Smolar, China is seen as an unreliable partner by Ukraine, the US, and the West. He believes that Beijing-induced pressure will not end the conflict in Ukraine, as the war holds existential significance for Putin and the Russian power elite. The crisis in Ukraine provides an opportunity for China to reformulate its relations with Russia, the US, Europe, and the so-called Global South. Consequently, Beijing is proceeding cautiously due to the fear of U.S. sanctions and a potential tightening of relations with the EU, which could have adverse effects on China’s economy and reduce its influence in the world.
