Designing Better Europe Together – Supplement to the Report “Better Europe”

The current publication follows the Report “Better Europe” prepared by a group of independent Polish experts in 2024 and builds on the debates that were launched after its launch during the Polish Presidency of the Council of the EU. In particular, this supplement draws largely on the outcomes of the THINK TANK FORUM 2025, which was a major event to follow up and further develop the recommendations of the Report “Better Europe”, as well as a series of roundtables and debates, held in several EU Member State capitals on the reform of the European Union. The Forum took place 8-10 May 2025 in Warsaw and Torun as an official event of the Polish Presidency to the EU Council. The event gathered senior analysts and opinion leaders from all the EU member states, UK, Switzerland and European Economic Area members to identify practical measures that could be enacted during the 2025-30 institutional cycle.

The Report emphasizes the need for a holistic approach to the challenges facing the EU, based on enhanced cooperation among member states, while simultaneously strengthening EU institutions and engaging civil society. The report highlights that joint actions in many areas, and particularly such as defense and cybersecurity, can bring synergistic effects and increase the effectiveness of EU actions. Instead of focusing on fragmented changes, the Polish report proposes a Framework Reform Program, treating various aspects of reform as interconnected projects.
